Federal Budget 2025: Public Contracts Remain a Multi-Billion Market - But the Game is Changing

Raphael Mielke (Co-founder of Scelion)

With the 2025 federal budget and the announced reforms in procurement (including the Procurement Acceleration Act, higher thresholds for direct awards, and stronger sustainability requirements), the focus in public procurement is shifting.

The new budget is approximately 502.5 billion euros. Public contracts remain a multi-billion market. The question is, which companies can adjust their processes to keep pace with the new dynamics.

More speed, fewer errors

Procedures should become more digital and faster. For bidding companies, this simply means:

Those who are still working internally with Excel, PDF folders, and portal hopping will quickly reach their limits as the pace increases.

Simultaneously, open tenders are becoming rarer and therefore more valuable. Every missed deadline or formal error hurts more than before.

Sustainability gains importance

Lifecycle costs, climate and environmental impact, and certifications such as ISO 14001 or ISO 50001 are increasingly influencing award criteria. Companies that have their documentation, references, and key figures neatly organized and can quickly incorporate them into bids gain a real advantage.

How we support

Scelion helps manage these new conditions effectively:

  • Tenders from the DACH region are consolidated on a single platform, providing clear information on deadlines, procedures, and requirements.

  • Contract documents are analyzed, risks and sustainability requirements are identified, and aligned with the company's profile.

  • Certificates, documentation, and references are stored and can be specifically integrated into bids.

  • Teams work in a collaborative tender workspace with clear responsibilities, reminders, and traceable processes.

This way, the increased pace in public procurement becomes an opportunity, not a risk: more suitable procedures, better-prepared bids, and a stronger position in a market worth over 500 billion euros.
